In common language, we can say that ice floats on water because it is lighter than water or after freezing, ice occupies more space, due to which the density of ice is less than the density of water and that is why Is ice floats on water.
It differs from other substances due to hydrogen bonding in water. Water molecules are joined by hydrogen bonds with two hydrogens which are positively charged and one oxygen which is negatively charged. Water cools below 4C and produces a crystal lattice, commonly called 'ice'.

Ice floats because it has a 9% lower density than liquid water. In other words, ice takes 9% more space than water, so one liter of ice weighs less than one liter of water. Due to the water being heavier than the ice, the ice settles, due to which the ice starts floating on the water.
